Petroleum Day conference

The Estonian Stockpiling Agency organises the Petroleum Day conference, which is a one-day seminar focusing on global and domestic developments in the motor fuel sector. We want to bring the best foreign speakers and exciting discussions on topical issues to our partners.

Petroleum Day 2025

Petroleum Day 2025 conference, held in cooperation with the Estonian Transport Fuels Union and the Ministry of Climate, focused on the new US administration's turn in climate policy and the impact of global trade disputes on the global and Baltic Sea region fuel markets. The requirements imposed on fuel terminals by the status of a vital service provider were discussed, as well as how to protect energy infrastructure from possible attacks. The third focus topic was the administrative impact on the retail price of fuel and, in turn, the impact of the final price of fuel on the economy.

As the legal successor to the Estonian Oil Stockpiling Agency, established in 2005, the Estonian Stockpiling Agency is celebrating its 20th anniversary this year.

Petroleum Day 2024

The smooth functioning of the liquid fuels market means greater stability and security of supply. Clear regulation, a transparent competitive environment, effective supervision, effective tax administration, and non-burdensome bureaucracy are important components of the functioning of the market. The Estonian Competition Authority presented key results of the Estonian fuel market analysis at the conference and major regulatory bodies impacting the fuel market were able to state their positions in the panel discussion that followed. In addition, the conference participants discussed whether the current legal framework and practices support the achievement of climate objectives or if the mechanisms of meeting biofuel obligations are too complicated and difficult to control. The third topic of the conference was dedicated to the perspective of bankers, market analysts, merchants, and insurance consultants on formulating new challenges for the fuel market and discussing how the implementation of sustainability principles will impact market participants in the future.

Petroleum Day 2023

The conference introduced different national practices for the establishment and management of fuel stocks to participants and conveyed the message that the models chosen could be very different. The logic of managing stocks was introduced by agencies from the US, the Netherlands, Denmark, and Switzerland. The ESPA explained the changes that have taken place over the last few years in the volumes of strategic fuel stocks of Estonia as well as the commercial stocks of companies. The conference also discussed the supply of motor fuels to important major consumers during a crisis and ways to restore strategic security of supply in the Baltic Sea region following changes on the global oil market caused by Russian aggression in Ukraine.

Petroleum Day 2022

The conference focused on the impact of military activity launched by Russia in Ukraine on the European fuel market. The participants sought answers to the question of how changes in the speed of economic development and the arrival of new motor fuels impacted the peaks of petrol and diesel consumption in Estonia, and examined the phenomenon of panic buying motor fuels in the light of fuel crisis caused by a shortage of lorry drivers in the UK in 2021.
