The Estonian Stockpiling Agency complies with the following main principles when organising procurements:
- funds are used economically and purposefully
- the procurement procedure is transparent, verifiable, and proportionate
- all tenderers are treated equally
- we use market competition efficiently for performing public duties
- we avoid conflicts of interest and prevent situations of potential corruption
- we prefer environmentally sustainable solutions
The Estonian Stockpiling Agency carries out procurements in a manner that presumably ensures the most economically advantageous result, among all else, considering the security of supply and continuity, the dispersion of operation stockpiles, achieving economies of scale, quality, and associated costs, such as transport and storage.
Principles of carrying out procurements
All public procurements held by the Estonian Stockpiling Agency are published in the public procurement register.
Public procurements held for the conclusion of agreements for the establishment, management, and maintenance of the state’s operation stockpile, including a delegated stockpile, are considered public procurements in the field of defence and security, so public information regarding them is limited in the public procurement register.
Procurements for the conclusion of agreements related to the establishment and storage of liquid fuel stocks are not considered public procurements and the Estonian Stockpiling Agency conducts these in accordance with the Liquid Fuel Stocks Act.
Procurements for liquid fuel stocks are always carried out to protect important national interests, and therefore, information about these procurements is not published in the public procurement register.
