In a situation where, for example, filling stations are closed due to power cuts or overloaded with normal users, the access of emergency service providers to fuel may be hampered. This, in turn, can affect the functioning of essential services, putting people’s lives or health at risk in the worst cases.
To mitigate such risks, ESPA has developed a crisis refuelling measure to help ensure that vehicles performing vital tasks have access to fuel in all circumstances in all Estonian counties. This includes back-up generators, other equipment, and various operational continuity measures to ensure that emergency service vehicles can be supplied with fuel at the filling stations the functioning of which is needed at any given time.
The crisis refuelling measure was launched in 2024 in cooperation between national authorities and contractual partners of ESPA.
