The Liquid Fuel Stocks Act obligates the Estonian Stockpiling Agency and fuel sellers to jointly analyse the domestic fuel supply situation and to inform the Ministry of Climate of any supply difficulties immediately.
To this end, the Estonian Stockpiling Agency collects data from all Estonian fuel sellers as at the last date of a month about the volume of commercial stocks of petrol, diesel fuel, and aviation fuel located on the territory of Estonia.
Fuel sellers are legally obligated to submit the aforementioned data to the Estonian Stockpiling Agency.
The fuel stock overview is updated once a month.
Combined totals for fuel sellers' commercial stocks and the strategic fuel reserve managed by the Estonian Stockpiling Agency allow for an assessment of market supply for motor fuels. A significant reduction in commercial stocks serves as one of the indicators for evaluating the Estonian market's supply situation and, if necessary, enables preparations for the timely deployment of the national strategic reserve.
As an annual average, Estonian fuel sellers have stocks to cover about 40 days’ regular consumption of petrol and 30 days’ regular consumption of diesel fuel. The Estonian market remains to be well-stocked with motor fuel.
