Public opinion survey on the attitude of the population towards the use of green fuels
The Estonian Stockpiling Agency, the agency responsible for the operation stockpile of the country, mapped the attitude of the people of Estonia towards green transport fuels used in vehicles (green diesel and bioethanol). The results of the survey show that people want to retain the freedom to choose which raw material they would like the fuel they use to be made of. Two thirds of the population are unsure or believe that green fuels are not suitable for use in personal passenger cars, and almost half of the respondents admit that they avoid buying green fuel because of negative media coverage.

Public opinion survey of the residents of Estonia regarding fuel economy measures
In 2022 and 2023, the Estonian Stockpiling Agency commissioned a public opinion survey on the attitudes among Estonians towards various proposals for saving petrol and diesel. During the research period, the support of the people for the potential savings measures generally increased, with the development of cost-effective public transport and bicycle paths, practising a sustainable driving style, and partly working from home preferred the most. Applying restrictions on driving motor vehicles in the city centre remains the most unacceptable suggestion.
In a survey with a representative sample conducted by Turu-Uuringute AS, 1,000 people over the age of 15 who live in Estonia were asked to assess their support for the ten universal suggestions for saving fuel drawn up by the International Energy Agency (IEA).

Analysis of the security of the state’s stockpile
In 2023, the Estonian Stockpiling Agency commissioned an analysis from the International Centre for Defence and Security on the security of the state’s stockpile based on the experience of Russian aggression in Ukraine.
The war of aggression of the Russian Federation, which has escalated in Ukraine since 2022, has drawn attention to the potential need to maintain and release the state’s stockpile in wartime conditions in the future. Of the countries friendly to Estonia, only Ukraine has practical experience in protecting its stockpile and ensuring continuity in wartime. Therefore, the study focused on their experiences and adjusting them to Estonia.
Two fact-finding trips to Ukraine took place during the research phase to visit the oblasts (provinces) of Odessa, Dnipro, Kyiv, Chernivtsi, and Lviv and meet with the officials at the state, province, city, and municipal level as well as with representatives of companies. In Estonia, expert interviews were conducted with state officials and representatives of associations and private companies. The dataset was systematised and the analysis resulted in proposals for increasing the security of the stocks of the ESPA. The proposals provide guidelines for the best use of resources allocated for the protection of the stockpile.
