Management board and supervisory board

The manager of the shares and the holder of the rights of the sole shareholder of the Estonian Stockpiling Agency is the Ministry of Economic Affairs and Communications, represented at the general meeting of shareholders of the company by the Minister of Economy and Industry.

Management board

The management board of the Estonian Stockpiling Agency consists of two members.

Ando Leppiman, Chairman of the Management Board

Ando Leppiman holds a master’s degree from the Tallinn University of Technology (TalTech). In May 2022, he was appointed the Chairman of the Management Board of the Estonian Stockpiling Agency.

Before joining the staff of the Estonian Stockpiling Agency, Ando was a secretary general at the Ministry of Economic Affairs and Communications, and prior to that, he worked as a public servant in the energy sector for a long time.

He has held the post of the Director of Renewable Energy at AS Eesti Energia as well as been a member of several supervisory boards of state-owned enterprises throughout his career.

Ando Leppiman is responsible for organising the work of the management board of the company. His portfolio also includes issues related to the Port of Pakrineeme and ensuring that the Stockpiling Agency is prepared for any crisis.

Priit Ploompuu, Member of the Management Board

Priit Ploompuu joined the predecessor of the Estonian Stockpiling Agency (the Estonian Oil Stockpiling Agency) in 2014.

From 2009 to 2014, Priit was the head of projects at Eesti Energia Õlitööstus, where he was responsible for the construction of the Enefit280 shale oil plant; before that, he worked as the head of development projects and an analyst of energy systems at Eesti Energia AS.

Priit has graduated from master’s programmes of the Thermal Engineering Institute of TalTech and the Estonian Business School.

Priit Ploompuu is responsible for the management of the national strategic healthcare, food, and gas stockpiles.

Supervisory Board

The supervisory board of the Estonian Stockpiling Agency consists of up to six members who have been elected for a term of three years, including representatives of the public and private sectors.

    Estonian Transport Fuels Union, Managing DirectorIn accordance with the decision of the general meeting of the company, the fee of the chairman of the supervisory board of the Estonian Stockpiling Agency is 1,000 euros per month and the fee of a member of the supervisory board is 500 euros per month.

Audit Committee

Audit Committee advises the Supervisory Board of the company in issues related to supervision, including the organisation of accounting, arranging external audits, functioning of the internal control system, management of financial risks, monitoring the legality of operations, preparing a budget, and approving annual reports.
