The Emergency Act, the Liquid Fuel Stocks Act, and the Natural Gas Act stipulate the principles of managing the Estonian Stockpiling Agency, including the bases for planning income and expenditure and restrictions on the distribution of profits earned from the stockpiling fees.
The Estonian Stockpiling Agency is expected to earn revenue for the owner by rotating the stocks efficiently and selling excess stock for a profit or delegating it, depending on the market situation. The earned revenue of the owner must be primarily used to cover the costs of establishing and managing national stocks.
The Republic of Estonia does not expect the Estonian Stockpiling Agency to pay any dividends.
When utilising funds meant for the purchase of stocks, the Estonian Stockpiling Agency complies with the objective of profitability and ensuring the preservation of value of the national stockpile.
