The food stocks maintained by the Estonian Stockpiling Agency include various foodstuffs with a long shelf life that can be easily prepared and do not require refrigeration for storage. The ready-to-eat food stocks also include bottled water.
The national ready-to-eat food stocks are primarily meant for providing food for a large number of people or for food packages during a major crisis. Some of the food items in stock can be consumed immediately and do not require additional access to water or electricity or do not have to be heated.
In general, Estonia’s level of food stocks is very good. The warehouses of our food producers and our retail network maintain up to 30 average consumption days’ worth of ready-to-eat goods in all major groups of goods at any given point in time. The Estonian food industry can cover the needs of the population in many food categories, but in some of them, we depend on imports.
In the case of a major crisis, normal supply chains may collapse and the domestic food production may decline sharply. The national ready-to-eat stocks offer an additional buffer for providing food for people who are in need until new supply channels are set up, the production recovers, or international help arrives.
The national ready-to-eat stocks are established based on the principle that their quantity should be sufficient for providing food for 10 per cent of the Estonian population during one month (1600 - 1800 kcal per person per day depending on the season) in the event of a major emergency or a large-scale evacuation.
A scenario where only the state stocks can be used for providing food for a very large part of the population is highly unlikely because many households have domestic food stocks to cover the first days of an emergency and our producers and merchants hold considerable quantities of ready-to-eat products as commercial stocks.
The national ready-to-eat stocks are meant to be released as a last resort when all other options for providing food for people have been exhausted.
The ready-to-eat food stockpile is established as a delegated stockpile, or in other words, some of the inventory of companies is reserved for the government as a result of agreements concluded with the Estonian Stockpiling Agency (importers of food/wholesalers and local producers).
Companies maintaining the food stocks of the state must guarantee the existence of the agreed quantity of goods at any point in time and be prepared to transfer it to the Estonian Stockpiling Agency.
The delegated stockpile model allows the Estonian Stockpiling Agency to manage the state’s food stocks as efficiently as possible in economic terms. According to this solution, the stockpiling agency itself does not own any warehouses and a company that is a contractual partner is responsible for keeping the food products fresh as a part of its daily economic activities.
The national strategic food stocks are stored in a distributed manner in various regions of Estonia.
The government of Estonia decides the release of the ready-to-eat food stocks, whereas the precise conditions of this process depend on the crisis at hand.
The Estonian Stockpiling Agency is prepared to assemble the stock by pallets and transport it to the vicinity of the area in crisis. Organising the preparation of meals for a large number of people from the ready-to-eat food stocks or distributing it to the population as food parcels is the responsibility of the authority that is responding to the crisis (such as the Estonian Rescue Board or local governments).
