Legal framework
When disclosing information, the Estonian Stockpiling Agency is guided primarily by the Public Information Act and the Crisis Preparedness and National Defence Act. We also follow legislation applicable to the relevant stockpiling sectors.
We are open about our activities
We publish general and aggregated information about the purpose, organisation and principles of national stockpiles and continuity measures. We want the public to understand how Estonia prepares for crises that may affect security of supply and the continuity of critical services.
We protect sensitive information
Not all information related to national stockpiles and continuity measures can be made public. Where required by law, we restrict access to information whose disclosure could undermine crisis preparedness or response, security of supply, the continuity of critical services, or national security.
We assess information as a whole
The sensitivity of information does not always depend on a single dataset or fact. We also consider whether combining information from different sources could reveal details that may compromise the security of stockpiles, the effectiveness of continuity measures, security of supply, or national security.
We prefer aggregation to restriction
Where risks associated with disclosure can be reduced by generalising or aggregating information, we prefer this, where possible, to withholding the information altogether. This allows the public to receive meaningful information about Estonia’s preparedness without disclosing details that need to be protected.
We publish information that supports Estonia’s crisis preparedness and protect information whose disclosure could undermine security of supply, continuity, or national security.
