Why does the government of Estonia maintain operation stockpiles?

An operation stockpile means goods that are necessary for resolving an emergency or combating a risk thereof and for ensuring the state’s security of supply, national security, and subsistence to the population.

The management of operation stockpiles has been handed over to the Estonian Stockpiling Agency, established in 2021. The establishment and management of national strategic stockpiles must comply with clear principles.

The Estonian Stockpiling Agency is a state-owned company of strategic importance, the main tasks of which include the formation and management of a strategic stockpile, analysis of the security of supply and continuity, developing cooperation with market participants in priority areas for stockpiling, and the management of the Port of Pakrineeme, which was built for receiving natural gas.
