In the event of a difficulty in supply, the advisory committee (NESO - National Emergency Strategy Organisation) submits a reasoned proposal to the Minister of Energy and Environment, in the event of an imminent danger, as a matter of urgency, to the Minister of Economy and Industry for a decision on whether or not to release liquid fuel stocks.
A proposal for the release of liquid fuel stocks must set out the following:
- the reason for the release of the stocks
- the estimated duration of the period of difficulties in supply during which the stocks are to be used
- the conditions for the release
- the activities necessary for replenishment of the stocks
- the quantity of the stocks to be released
