The Ministry of Climate has submitted for approval a draft regulation introducing a revised fee rate for managing the strategic gas reserve established to ensure crisis preparedness. Effective February 1, 2025, the new fee will be €0.73 per megawatt-hour, reflecting an increase of €0.09 compared to the current rate.

The strategic gas reserve fee will continue to constitute approximately one percent of the total gas bill for consumers. For an average household consumer with an annual gas consumption of 9 MWh, the fee will increase from €5.76 to €6.57 annually, representing an additional cost of less than one euro per year.

“The need to adjust the reserve fee stems from a temporary increase in storage costs this year, which required paying a higher gas storage tariff at the Incukalns underground gas storage facility in Latvia. The current reserve fee was insufficient to cover this cost. To address the resulting shortfall and ensure the sustainability of gas reserve storage in the future, the fee must be increased,” explained Rein Vaks, Head of the Energy Department.

The strategic gas reserve fee plays a critical role in ensuring equal access to gas supplies for all consumers during crisis situations. It also includes the operational costs of the Pakrineeme mooring quay, which guarantees technical readiness to deploy a floating LNG regasification terminal to Estonia, should it be necessary to secure gas supply in emergency situations.
